> Staff draft against an admin-configurable template (Purpose & Scope, Definitions, Policy, Compliance, and so on) in a rich-text editor that autosaves. Each policy then moves through review stages you define โ€” Department Review โ†’ Legal Review โ†’ Final Approval, or whatever your institution uses. Reviewers approve and advance, request changes, send a policy back to any earlier stage, or skip the next one; the last two require a recorded reason, and every action and sign-off is captured.

> Reviewers leave threaded comments anchored to a whole policy or a specific section, with resolve and reopen. Published versions are immutable snapshots โ€” revising a policy clones it into a new draft that re-runs the workflow while the current version stays live until the revision supersedes it, so the public never sees a gap.

> Approved policies land in a browsable, searchable public library organized by numbering series (1000โ€“9000), each with its metadata and revision history โ€” mirroring a real university policy website. Numbering categories, responsible offices, template sections, workflow stages, roles, and branding are all configured in the app, so it white-labels to any institution.
